NETFLIX SELL THE RIGHTS, Twitter Shadowbans

Second, let's talk about Twitter and shadowbans. A few months ago, we did a piece about how shadowbans were not a thing. In that time, Twitter released its source code and made substantial updates and changes to it, and now there IS such a thing as a shadowban, encoded within the recommendation engine itself. It's called "Freedom of Speech But Not Reach", and is a new Scala (a programming language) library within the recommendation engine that recommends or displays tweets on your timeline.
How does it work? Essentially, every action you take or is taken on your profile impacts your reputation positively or negatively. Those actions are logged in an object called "reasonToSafetyResultReason", and then acted on by Twitter's AI for whether it shows a tweet or even an account.
What actions most negatively impact the reputation of a profile? Three of them are identifiable: mute, report, and block. When you mute a Twitter profile, you're telling Twitter that what the profile is saying isn't of value to you. When you report a profile, that's a big red flag that you think the profile is doing something against the Terms of Service. And when you block a profile, that's the strongest signal that you don't want the recommendation engine to ever surface anything from that profile or allow it to interact with you in any way. These actions not only change your experience on Twitter, but also impact that profile's overall reputation score.
So, why bring this up now? If you're seeing stuff on your Twitter timeline that violates the Terms of Service (which includes abusive behavior such as harassment, encouraging the harassment of others, insults, and malicious content), the best thing you can do for both yourself AND your community is to take all three actions against the offending profile:
Mute it,
Then report it for abusive behavior based on whichever criteria best fits what you're observing,
And then block the profile.
Performing all three actions sends very clear signals to the automated policy enforcement systems that the profile in question is likely violating Twitter's policies, especially if others report the profile as well. The automated systems that enforce Twitter policies will react accordingly.
This is key to understand: muting, reporting valid instances of abusive behavior, and blocking profiles helps you AND it helps others on the service by reducing the reputation, and therefore the reach, of abusive behavior.
Remember also that engaging with content that violates Twitter's policies actually helps that content be validated by the automated systems and amplified. Liking, retweeting, quote tweeting, or replying improves the score of a given piece of content and account, so avoid doing any of those activities with content or accounts that are violating Twitter policies.
